SALEM HISTORICAL COMMISSION
MINUTES
OCTOBER 3, 2012
        
A meeting of the Salem Historical Commission was held on Wednesday, October 3, 2012 at 7:30 pm at 120 Washington Street, Salem, MA.  Present were Ms. Herbert, Ms. Harper, Ms. Keenan and Ms. Bellin.

356 Essex Street

In continuation of a previous meeting, Nick Nowak and Amy and Jeremy Jones submitted an application for a Certificate of Appropriateness to repair the front porch, replace porch floor and stairs with 1 x 4 cambara mahogany and stain, replace railing with round balusters to match existing on gate, replace newel post with on that has a cap and paint balusters, handrail, newel post and risers to match existing trim.

Mary Whitney and Steve Whittier were present representing the applicants.  They provided a proposal with dimensions of the proposed porch:

  • Porch dimensions – 8’ x 7’ x 3’ high
  • Deck material – 1” x 4” stained cambara
  • Porch handrail – 1 ½” x 3” top and bottom rails, 36” height
  • Balusters – 1 3/16” round, spaced 4” on center
  • Stairs
  • Four 10 ½” steps (three 1” x 4” stained cambara) boards spaced 1/8”
  • Five 7 ¼” risers painted
  • 1” x 12” skirtboard painted
  • Understair enclosure – 1” x 4” square edge painted, spaced ¾”
  • Railings
  • 4” x 4” solid posts with pyramid cap painted
  • 1 ½” x 3” top and bottom rails, 34” height painted
  • 1 3/16” round balusters, spaced 4” on center painted
Ms. Herbert asked if they will be doing a paint/stain combo.

Ms. Whitney stated that the deck will be stained.  The railing will be painted to match the door.

Ms. Herbert stated that the balusters and newel post will be white and the handrail will be painted or stained a dark color to match the door.  The deck, stairs and treads will be stained a natural dark mahogany.  

Ms. Whitney stated that the piece of wrought iron fence will remain.  The will remove any wood railing on the right side and just add the new railing on opposite side.  They will be changing the door paint color and will come back for door and railing color.

There was no public comment.

VOTE:  Ms. Bellin made a motion to approve the application per proposal presented, with the railing paint color to be determined later.  The motion is also to removal any wood rail on the right side and install the new railing on the left side.  Ms. Keenan seconded the motion, all were favor and the motion so carried.

44 Derby Street

In continuation of a prior meeting, John and Bridget Crawford submitted an application for a Certificate of Appropriateness to remove asbestos siding and repair or replace the siding underneath.

Ms. Guy stated that the application was approved at the last meeting and continued in case the owner needed to work out details or submit another siding option.  She stated that Mr. Crawford contacted her today and that he does not need any further action by the Commission at this time.   

14 Broad Street

In continuation of a prior meeting, Ellen & Jeremy Schiller submitted an application for a Certificate of Appropriateness to add a mudroom vestibule to replace the existing side entrance.  Clapboards and trim will match existing structure.  Rectangular window to be re-used from existing structure.  Size of vestibule will be 5’ x 10’.  Examples of similar side entrances on Colonial homes are 8 Broad Street, 134 Carpenter Street, 78 Federal Street and the Peirce-Nichols House on Federal Street. Present were Ms. Schiller and architect Helen Sides.

Ms. Sides provided updated drawings showing existing and proposed.

Ms. Herbert noted that at a recent site visit at 18 Felt Street she noticed that the side has a typical A–frame dormer and the lower bay window has a hipped roof.

Ms. Harper provided photographs of other examples of entries with hipped roofs

Ms. Herbert asked if they are keeping everything as proposed

Ms. Sides replied in the affirmative.

There was no public comment.

VOTE:  Ms. Harper made a motion to approve the application as submitted.   Ms. Bellin seconded the motion, all were in favor and the motion so carried.

265-267 Lafayette Street

265-267 Lafayette Street Realty Trust (M. Frisch, Trustee) submitted an application for a Certificate of Appropriateness to replace the porch railings on the second and third floor rear decks at the rear of the building.  The railings are to be replaced in kind except for height, which will be increased to 42” as per building code.  Present were Madeline Frisch and Aser Frisch.

Ms. Guy stated that Mr. Hart had met with Mr. Frisch on site and determined what was and wasn’t visible.  The non visible decking is going to be Asek and the visible decking will remain wood, as noted in the photos.  A Certificate of Non-applicability has already been issued and this application is just to change the building height to meet code.

VOTE: Ms. Bellin made a motion to approve the application as submitted.  Ms. Keenan seconded the motion, all were in favor and the motion so carried.

96 Derby Street

Brittany and Conor McGinley presented an application for a Certificate of Appropriateness to install a kick plate on the due, due to water damage caused to the bottom of the door during rain storms last year.

Wendy Walsh, trustee was present, representing the applicant.  She stated that there is a kickplate on the Carlton Street side door.

Ms. Harper stated that she wondered if the kickplate will help and if damage goes further.

Ms. Walsh stated that they want to first try the kick plate and if doesn’t work, they will probably be back for another door.

VOTE: Ms. Bellin made a motion to approve a kickplate to match the existing on other door.  Ms. Keenan seconded the motion, all were in favor and the motion so carried.
 
MBTA Intermodal Station – MGL c. 9, ss. 26-27C (950 CMR 71) Review

  • MassDot 9/24/12 submittal with additional materials regarding Intensive (Locational) Archaeological Survey/Site Examination  - Review/comment
  • Recommendation of mitigation efforts and suggestions for the Draft MOA
Ms. Guy stated that the Commission received a copy of a submittal to Massachusetts Historical Commission (MHC), which she mailed to each Commissioner, in response to their comment letter of July 18, 2012 regarding the Public Archaeology Laboratory (PAL) report.  The Commission had sent an comment letter on August 2, 2012 regarding the PAL report.

Pamela and Richard Jendrysik were present.  Ms. Jendrysik  stated that she felt the fifth floor design was rushed.  They are concerned about the huge arc lights proposed, which would be down lit.  She provided photographs taken 9:00 at night at Wonderland, so that the Commission could see what the lighting would look like from Washington Street.  They are concerned that looking down Washington Street at night it will look like Fenway Park.

Ms. Guy noted that the project is at the 30% design stage and that there are still opportunities to comment.

Ms. Herbert stated that they could ask for night views.  She asked that the review of the submittal be placed on the next agenda.

Other Business

Ms. Bellin made a motion to approve the minutes of September 5, 2012.  Ms. Keenan seconded the motion, all were in favor and the motion so carried.

Ms. Guy stated that she met with a representative of BL Companies concerning the proposed antenna system at Derby/Lafayette.  They are going to work with National Grid to replace an existing mast arm instead of installing a new pole.



VOTE: There being no further business,  Ms. Bellin made a motion to adjourn.   Ms. Keenan seconded the motion, all were in favor and the motion so carried.
